This research develops a process-based framework to explain and manage transportation cost drivers in Consumer-Packaged Goods supply chains. Rather than focusing on rates alone, it links operational planning decisions embedded in transportation processes to cost outcomes, improving cost transparency and decision quality. The framework is designed to be scalable across regions and maturity levels, supporting more structured and repeatable cost optimization.
