Summary:
The New Madrid Seismic Zone (NMSZ) is characterized by consequential seismic activity, leading to extreme economic and human consequences. Based on a recently published fuel distribution model, utilizing discrete event simulation and queuing theory, this research informs downstream fuel management strategies and assists with government intervention guidelines for the NMSZ. Emergency intervention and scenario analysis will include (1) the highest operational flow capacity for each terminal design and (2) costs and impacts to support policy action and resource allocation for proactive emergency preparedness and fuel shortage mitigation during and after disasters.
